Cowan held on charges after allegedly assaulting an officer

Suspect failed to show for court hearings on multiple occasions
 
An Aurora man is being held without bond in the Greene County Jail after he failed to appear in court on charges he assaulted a Springfield police officer. Joseph Anthony Cowan, 27, was booked into the jail on Thursday, Wednesday, Dec. 30.
A c c o r d i n g to the probable cause statement in the case, an officer with the Springfield Police Department found Cowan at the Ye Olde Buggy Bath car wash in Springfield at about 1:23 a.m. on March 20, 2020. The officer stated the area was marked as a “No Trespassing” zone. He also reported that when he confronted Cowan, Cowan refused to give him his name and that when he attempted to detain Cowan, Cowan pulled his arm back that made the officer think Cowan was going to punch him.
The officer reported that he pushed Cowan against the wall, and eventually, Cowan turned around and put his hands behind his back. He put Cowan in handcuffs, and Cowan allegedly began to try to pull away from him. The officer said he took Cowan to the ground, but then Cowan began kicking him in the shins.
Charges for misbehavior
Cowan was charged with fourth degree assault of a special victim, a Class A misdemeanor.
According to online records, Cowan did not show up for a hearing scheduled for June 5, 2020 and a warrant was issued for his arrest. He was taken into custody and served with an arrest warrant on July 13 and arraigned the next day, after which he was released on his own recognizance pending a hearing scheduled for Aug. 18.
Cowan again failed to show at the scheduled hearing, according to records, and a warrant was again issued for his arrest. He was taken into custody and the warrant served on Nov. 9 and released on his own recognizance again, but also ordered to report to pretrial services within 24 hours after his release.
He allegedly then failed to appear at pretrial services. A warrant was again issued for his arrest.
Cowan appeared at a hearing on Thursday, Dec. 31, from the Greene County Jail via video. According to online records, he had no explanation for not appearing at pretrial services, but again requested to be released on his own recognizance with electronic monitoring; the state opposed his release.
Cowan is next scheduled to appear in court for a counsel status hearing on Thursday, Jan. 21.
